MoA for Doimukh Hydel Project inked
ITANAGAR, Aug 17: SJVN Ltd has informed BSE that the Company has signed a Memorandum of Agreement (MoA) for the implementation of 80 MW Doimukh Hydro Electric Project as a run of the river scheme on river Pare in the state of Arunachal Pradesh.
According to Equity Bulls sources, the MoA was signed by RP Singh, CMD, SJVN Limited and Kaling Tayeng, Secretary (Power), GoAP here on August 12, 2014.
Governor, CM greet people on Janmashtami
ITANAGAR, Aug 17: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki have conveyed good wishes to people of the State on the auspicious occasion of Janmashtami.
In his festival message, the Governor said that the festival of Janmashtami is the celebration of life and the teachings of Lord Krishna, which have an eternal message for all. Itanagar, Aug 17: Taking part at the valedictory function of the month long Van Mahotsav celebration by Shergaon Forest Division at Rupa on Saturday, Deputy Speaker of Arunachal Pradesh Legislative Assembly TN Thongdok advised everyone to plant atleast 10 trees every year so that the tree cover of the area remains intact while still catering to the needs of the local people.

Speaking on the occasion, Joint Director of Higher and Technical Education Dr. Tejum Padu said that Rani Gaidinliu was a staunch freedom fighter and a preserver of rich culture and tradition of North East. BJP seeks constitutional amendment to delete ‘any Naga tribe’ from ST list
ITANAGAR, Aug 17: BJP state unit has called for bringing a constitutional amendment to delete the words "any Naga Tribe" suffixed after the Nocte, Tangsa. Wancho, Tutsa and other tribes in the Scheduled Tribes list of Arunachal Pradesh.
In a representation to the Union Minister of Tribal Affairs, the party stated that the tribes, residing in Tirap, Changlang and Longding districts, were facing identity crisis and were inconvenienced in various official works as they are not recognized by the Centre as separate entities from "any Naga Tribe".
The youths of these districts while appearing for UPSC and State Public Service Commission examinations are also facing problem because of the name, it added.
The State Government of Arunachal Pradesh had recommended for a constitutional amendment to the Constitution (Scheduled Tribe) Order, 1950 for deletion of the words "any Naga Tribe" from the ST list of Arunachal Pradesh in the larger interest of the people and recognition of the Nocte, Wancho, Tangsa, Tutsa, and other tribes in the ambit of "any Naga tribe" to Scheduled Tribes (STs) list of the state, the party further added.
It hoped that the Centre would certainly take initiative to bring in necessary constitutional amendment at the earliest for the betterment of these tribes.

ITANAGAR, Aug 17: The tragic death of two children due to massive landslide at a private residence in Itanagar has once again raised serious question mark over haphazard construction activities going around in capital area. The death of two young souls gave rude shock to everyone. The incident shows how capital citizens are living on the edge.
Expert believes that Itanagar will crumble like pack of cards if nature unleashes its furry. "Forget about earthquake, if there is frequent intense rainfall like the recent one, the whole of Itanagar will be destroyed and get submerged under soil. We are living on the mercy of nature," said an expert. Twin capital town of Itanagar and Naharlagun along with adjoining areas resembles concrete jungle. Most of the buildings except the government one are being constructed in haphazard manner without following proper rules and regulations. It is further believed that rampant encroachment of government land is also one of the causes for chaotic construction activity being witnessed in capital complex. Most of the land encroachers are government officials including senior bureaucrats and engineers. The unplanned construction not only poses danger to inhabitant of particular building but to the citizens living nearby.
Taking serious note of such incident, Arunachal cabinet recently took decision to limit building height in capital complex. As per the source henceforth in capital complex no citizens will be allowed to construct 4 storied building. Capital district administration has already initiated steps in this regard and has issued notice in local dailies. However government should ensure that action is taken against all the violators irrespective of the position one holds in society. Often it is seen that law only applies to poor citizens.
Landslides bury house, injuring six children

The incident took place when their parents were out of the home. Fortunately, there was no any casualty. The children, who received major injury, was immediately rushed to RK Mission Hospital here for treatment, informed Councilor of Ward No 2 Tatung Tania.

The team offered consolation and sympathy to the bereaved family members and prayed for eternal peace of the departed souls.
Meanwhile, the association blamed the BSNL for the incident.
According to ANYA, the nearby residents had repeatedly appealed to the BSNL authority to shift the water tank from the present location but it did not pay any attention to the request. The incident reportedly happened due to bursting of the water tank.
In yet another incident of landslide, the house of one Nich Jitash was totally damaged at F/G Sector here on August 14 at around 6:45 pm. The landslide was triggered by incessant rain over the last few days. All belongings of the victim, including important documents, cash and household items worth Rs 35,000 were either lost or damaged in the landslide which almost buried the house.
The victim is a class XII student and is currently taking shelter in a relative's house. He appealed to the authorities concerned to provide some relief and assistance for rehabilitation.
Alumni celebrates 199th birthday of Don Bosco

While exhorting the youths, Aya spoke of an incident from the life of Don Bosco in which Don Bosco's kindness made a poor boy, Francis Piccolo, in later years, a benefactor of the Salesians as he wanted to return the kindness that he received. Aya called upon Don Bosco alumni to return to other needy youth the benefits they have received through Salesian education.
Tamang, while speaking at the function, appreciated the services rendered through Don Bosco institutions and called upon everyone to reach out to more and more youths, especially those exposed to danger. JNV Seppa on verge of collapse

The crisis in the school has caught the attention of the people after a visit by the members of All East Kameng District Students Union (AEKSU) and East Kameng Social Welfare Cultural Organization (EKSWCO) to take stock of the situation.

He further went on to say that the existing hostel and school structures were constructed in early 80s and now are on verge of collapse. However, the school authorities have no choice but to accommodate the students in ramshackle buildings.
He added that a 192 bedded permanent boys hostel building was started in 1999 which was later abandoned midway in 2010.
The building was being constructed by a local contractor, executed under Central Public Works Department (CPWD), based in Tezpur, Assam.
"Despite repeated complain, no investigation team has come to verify the current status of building", Mr. Dubey claims.
Squarely blaming the CPWD, who executed the works, the Principal said that current crisis is outcome of incompletion of the hostel buildings. He further added that to accommodate total students of 256; the school authority has to convert classrooms into hostel.
"The public should question the CPWD for incomplete buildings," the perturbed Principal said. Dubey further clarifying on the poor administration said that the school authority is trying every possible to set the things on right track by involving parents. At the same time he admitted that some students are uncontrollable which has polluted the atmosphere.
The impact of poor and incomplete infrastructure in the school is far reaching, as the authority has to limit its intake capacity from existing 80 to 40 in a year.
It is said that the principal had submitted the status report during Principal's Conference of JNVs which was held at Guwahati in 2013 and at Gangtok in 2014, however the school is yet to see any development.
Unless the authority pays attention at right time, JNV Seppa may soon turn into cattle house.

Microfinance programs target both economic and social poverty. The Consultative Group
to Assist the Poor (CGAP) defines "microfinance," as once associated almost exclusively
with small-
People living in poverty, like everyone else, need a diverse range of financial services to run their businesses, build assets, smooth consumption, and manage risks. CGAP refers to empirical evidence to illustrate that right financial service at the right time helps households build assets, generate income, smooth consumption, and protect themselves from risks. These services are not limited to credit, but include savings, insurance, and money transfers.

The sustainability of these practices have assumed importance over the last few years with increasing inroads being made in rural as well as urban areas by different players. While this scenario has often provided a convenient method of depositing savings on one hand with option of obtaining higher returns as compared to conventional sources of deposits, it has also exposed innocent and gullible population into parting with their hard earned savings to unscrupulous players. Self managed microfinance for closed user groups have however been a major success and a driving force that has taken the microfinance movement forward. It is this aspect of microfinance that has been found to have an important dimension of resulting in social benefits through financial inclusion and empowerment especially for the poor and marginalized.
Microfinance today has a diverse client base in India including Arunachal Pradesh. It covers poor in urban and rural areas to enterprising individuals, representatives of SHGs and members of Thrift & Credit Cooperatives apart from individuals who by virtue of the average size of transactions fall under the purview of microfinance.
The origin of microfinance can be traced back several centuries where it existed in different forms in several countries from Africa, Asia and Europe. These practices included "Susus" in Ghana, "Chit Funds and Hundis" in India, "Arisan" in Indonesia, and "Cheetu" in Sri Lanka amongst others. Dean Jonathan Swift's model of microfinance of early 1700s, the Dublin Musical Society and other initiatives whose principal purpose was making small loans with interest for shorter periods are widely believed to be initial forays in what is currently termed as microfinance.
However it took a humble professor who had learned and taught in USA and who had come back to the country of his origin and conduct an experiment moved out of poverty and helplessness of certain women living near his University in Jobra that made microfinance a household name in both developed as well as developing economies. This experiment later evolved into now world renowned Grameen Bank and Prof. Mohd. Yunus is now a Nobel awardee.
The proliferation of microfinance in Asia and particularly in India has been traced
back to the efforts of Government, which has used microfinance as a tool to alleviate
poverty by promoting microfinance through different schemes at different points of
time. In present times, it is the direct SHG-
Given the scope of microfinance to influence livelihoods at micro level and economy at a macro level it is important that these practices remain sustainable. While sustainability of microfinance practices shall open new vistas for the service providers to diversify their products and ensure a better balance between cost effectiveness and efficiency in promoting microfinance practices.
In order to ensure that these practices remain sustainable there is a need for concerned stakeholders to ensure that an enabling environment is provided at all times. In order to provide an enabling environment banks need to overcome urban bias in terms of location of bank branches as well as customising products for rural areas with presuppositions that do not hold true at all places at all times. Extension of credit to both Self Help Group (SHG) federations as well as non government organisations engaged in promoting access to credit to concerned target population is affected by repayment rates. The repayment rates can be improved with a well thought out process of social mobilisation and sensitisation of rural communities. Financial institutions in present times cannot afford to merely concentrate on provision of financial products without properly engaging target population.
Sustainability of microfinance practices assumes special significance in Arunachal Pradesh. In Arunachal Pradesh, microfinance plays an important role in meeting credit needs in both urban as well as rural areas, despite and inspite of presence of formal financial institutions. In order to promote sustainability of existing microfinance practices concerned stakeholders need to adopt unconventional approaches in the form of innovative and need based design improvements.
In this context, social mobilisation as well as customisation of financial (esp credit)
products, linking them with crop cycles, providing non monetary incentives in the
form of grading, packing and consequent buy back facilities at remunerative prices
to local producers can go a long way in ensuring that hard earned incomes are saved,
invested in farm based livelihoods along with labour. The credit shall thus be replenished
at regular intervals. The service providers can mobilise required deposits from Arunachal
Pradesh itself by judiciously investing the returns through timely repayments and
consequently making deposit products more attractive. This win-
Another important aspect in context of Arunachal Pradesh shall be the need to customise products that provide sufficient scope for meeting consumption based credit needs of population from lower income groups. Another important aspect in context of Arunachal Pradesh is that of outreach. This problem can be best addressed by investing in human resource development of functional and economically active SHGs and SHG Federations. Due investment in augmenting existing capacity to maintain records, develop need based financial products / options, sensitising the existing personnel in adopting best financial practices and transparency and providing continuous handholding and guidance support to these active SHGs / SHG federations and thrift and credit cooperatives can go a long way in ensuring financial inclusion in Arunachal Pradesh.
Another important aspect in ensuring sustainability of microfinance practices is augmenting the supply side especially through improving the overall capacity of human resources engaged in the field. Premier institutions such as NERIST,RGU and even apex training institutions such as SIRD Arunachal Pradesh need to design customised management development programmes for different categories of stakeholders. Different thematic programmes for senior government functionaries and senior officials from formal financial institutions, branch level bank officials, representatives from thrift and credit cooperatives and even young enterprising individuals need to be developed. These programmes should aim to sensitising and motivating all concerned to play their role in a more catalytic and emphatic manner.
Management students can be oriented in detail on microfinance and they can even hone their skills in large microfinance based firms such as SKS, Basix as well as NGOs of national repute such as PRADAN, MYRADA and even come back as microfinance promoting entrepreneurs. Availability of well taught and trained manpower shall only contribute in making the sector more resilient and viable.
The fact that microfinance has been a greater commercial success in terms of financial volumes in urban areas as compared to rural areas bears a testimony to the fact that support to existing microfinance practices tend to increase the scope of these practices to positively impact the concerned users.
In the end, it must be remembered that any microfinance venture which is only profitable and does not accrue any benefit to the society is neither warranted nor sustainable. Similarly any microfinance venture that results in social benefits alone shall also not be in a position to sustain itself.

Let us share the burden
Dear Editor,
It is a shame for Arunachal that its very capital city is an extended garbage bin. Right from Gohpur to Itanagar, the road sides are filled with garbage.
I would like the draw the attention of the State Government and the private residents about the unwanted towers of the garbage in every corner of the capital city and its unbearable smell.
Disposing of garbage from the very place we stand?
My appeal to all the concerned authorities is to borrow the ideas from the states like Meghalaya for the management of garbage by providing public dustbins every 100 meter and to employ people for its daily maintenance. And at a same time, to start a ‘fine system’ in case a person is not abiding by the rules. Another noticeable step that the state Government can do is to strictly separate the public dustbins for wet garbage and the dry ones. The dry ones can be easily burned and the degradable wet litters can easily be used for agricultural purposes. No doubt, it is a challenge to implement anything new in the state. But we simply cannot give up.
I would request the individuals to cooperate with the government.
A little effort by the State Government and citizens can change the picture of Arunachal.

The immortal soul who has taught all to traverse the path of humanity, compassion, love and international brotherhood indeed deserves the highest civilian award of the land and his messages, through songs, need to be transmitted to all corners of the society for the betterment of the society.

Take steps to control drug addiction
Dear Editor,
Through your esteemed Daily, I would like to draw the attention of every parents as well as our government regarding the well being of the upcoming generations.
Most of the teenagers these days are indulging in drug abuse and other antisocial activities resulting in poor academic performances, frequent dropouts, family disharmony, desolate future etc.
It is a commonly occurring phenomenon that these young generations are active in the darkness; abandoned buildings, river banks, playgrounds, parks by taking the advantage of invisibility. Nowadays, drugs and alcoholic addictions are a fashion among these upcoming generations. It affects the mental and physical health of the growing children. Even the syringes are often stolen from the hospital emergency room by these addicts at night.
In this fast changing world, every parent or guardian are busy in their own respective field of earning money or profession. After paying admission, tuition, bus fees parents became less bothered about their children’s whereabouts, activities and associations. Indeed, very few parents are fortunate enough to have disciplined, obedient, sincere children who does not need to followed around but most of the parents like us are victim of these drug abuse. Moreover, cropping up of numerous wine shops without abiding the norms of certain distance from school, colleges, offices and hospitals are to be blamed and off course, polygamy is one of the undisputed reasons for drug abuse in our state.
We being parents are well aware of drug abuses and its adverse effects but how many of us have taken any measure? Every parent should at least know something about conscious parenting.
Strong law has to be enacted by our government to mitigate these drug abuses and
its prevalence to root out the drug peddlers. Volunteering social organizations shall
not be able to solve the soaring threat on its own. Our state must have full fledged

Fill the busses with fuel
Dear Editor,
Sometime back, I was travelling in State Transport Bus. After two and half hours, the bus stopped at an old bridge between Lida Village and Daporijo town due to shortage of fuel.
Somehow the fuel was managed.
Again, the bus stopped between Banderdewa and Naharlagun and this time, it could not go further so all the passengers had to make alterative arrangements.
I understand that there might be technical and mechanical issues but busses stopping while on duty for lack of fuel are a sure sign of unprofessionalism.
The department should be provided with enough funds so that people don’t suffer and also I request the department to take precautions so that such problems do not occur again.

Alarming report
A UP government panel on Sunday accused a BJP MP of inciting Saharanpur riots, besides blaming laxity by local officials, sparking a war of words among parties with BJP dismissing the report as "politically motivated" and an attempt by ruling Samajwadi Party to hide its "failures". Violence erupted in Kutubsher area of Saharanpur on 26 July this year when members of two communities clashed for several hours over a land dispute. The violence had claimed three lives and left more than 20 people injured.
Union home minister Rajnath Singh said he would not comment as it was a "report of a political party" and he had not seen it. The committee alleged that the administration became active only after the violence broke out. As the Muslim holy month of Ramzan was going on, the administration should not have allowed any construction at the disputed site or members of opposite community to assemble, the report said. It is early to make judgment based on the report. However it is widely believed that riots in UP is taking place under the patronage of politicians. Political parties should stop dividing community for meager political gains. They should understand that their selfish act is having catastrophic effect on social fabric of this great nation.
